The legal situation for visiting Cuba:
Only the following groups of US citizens are allowed to fly direct to Cuba: Journalists, Charity Workers, Cuban Americans, Religious groups, Educational tours.
And the other US citizens?
The best way to fly to Cuba is from Europe, Mexico via Cancun or Mexico city, Canada etc. where there are no US customs. Travel agencies can arrange flights to Cuba as well as providing you with a visa to enter Cuba. Cuban officials do NOT stamp your passport at the airport. Instead, they stamp a separate piece of paper which you can throw away after the trip. Americans cannot use
